摘要: 歐盟的初始發展主要以政治與經濟層面為考量,隨著時間推移及歐盟的整合與擴大,教育政策逐漸受到重視,並根據《馬斯垂克條約》,教育正式成為歐盟的一部分。而身處資訊科技發達、變遷急速的全球化時代,僅接受正規學校教育顯然已不足矣,加上國際組織的倡導與推動,終身學習的理念應運而生。歐盟期望透過終身學習的推展,成為世界上最具競爭力的知識經濟實體。
本研究將根據研究目的,以內容分析法對於歐盟當前教育政策-2007-2013終身學習計畫的起源背景、內涵、優劣得失與對臺啟示等進行探究。本研究之研究目的為:一、探討歐盟2007-2013終身學習計畫的起源背景;二、探究歐盟2007-2013終身學習計畫的主要內涵;三、剖析歐盟2007-2013終身學習計畫的綜合評價;四、分析歐盟2007-2013終身學習計畫的重要啟示。
綜合研究結果,本研究具以下結論:
一、2007-2013終身學習計畫的起源背景源於國際組織推廣終身學習理念,歐盟並根據法源的確立,始制定與推動具延續性的終身學習政策。
二、2007-2013終身學習計畫的主要內涵包括康美紐斯計畫、伊拉斯謨斯計畫、達文西計畫、格倫德維希計畫、橫向計畫與莫內計畫,以傘狀式計畫結構致力於各個教育階層與領域。
三、2007-2013終身學習計畫具有計畫目標符合歐盟需求、前期計畫的整合有益效率與效能、管理架構運作完善等成效;而亦存在著經費不足、計畫目標與行政程序過於繁雜等困境。
四、2007-2013終身學習計畫的重要啟示可分別於歐盟的政策規劃層面、政策實施層面與成效評估層面上加以參酌學習。
The initial development of EU is on political and economic dimensions. With the passage of time and the integration of EU, it attaches importance to educational policy gradually. Educational policy becomes a part of EU through Maastricht Treaty. However, it is insufficient that people just take school education in the modern globalize society. Furthermore, with the proposition of lifelong learning by international organizations, the conception of lifelong learning comes into being. EU expects that to contribute through lifelong learning to the development of the Community as an advanced knowledge-based society, with sustainable economic development, more and better jobs and greater social cohesion.
In terms of purposes of this study, the study is to investigate EU 2007-2013 lifelong learning programme (LLP), includes its background, content, results and inspirations. Lastly, propose conclusions and recommendations according to research results. The purposes of this study are as below: 1. to investigate the background of LLP; 2. to explore the contents of LLP; 3. to analyse the effects of LLP; 4. to dissect the inspiration of LLP.
Integrating research results, the conclusions of this study are as follows: 1. The background of LLP is that international organizations promote the conception of lifelong learning. EU starts to establish and popularize lifelong learning policy through confirming the laws. 2. The contents of LLP are Comenius Programme, Erasmus Programme, Leonardo da Vinci Programme, Grundvig Programme, Transversal Programme and Jean Monnet Programme. These programmes are devoted to various educational fields separately. 3. The effects of LLP are as below: (1) The objectives of the programme have met EU’s requirement. (2) The integration of predecessor programmes into LLP increase efficiency and effectiveness. (3) The management structure works well. (4) The funding of LLP is insufficient. (5) The objectives and administrative procedures are too multifarious. 4. The reflections on LLP include three aspects: planning the policy, executing the policy and estimating the effect.
